- Reorganized the homepage around public stakes, 2025 findings and prominent utility selection.
- Added nine indexable utility profiles, nine printable meeting briefs, and shareable selection state.
- Added physical/apparent-loss, cost, source-of-water, audit quality, historical input and peer comparisons with readable tables.
- Added learning/glossary, officials/financing, governance, records-request drafting and corrections resources.
- Added a reproducible source validation/build workflow. Checked 61,602 numeric original cells with no transcription differences.
- Corrected historical statewide aggregation to exclude incomplete loss/supply pairs rather than treating missing losses as zero. This affects two 2024 Army audits. The 2025 principal figures and local input values remain unchanged.

- No private GitHub repository was created: connected tools lack repository creation. Repository-ready source/history and setup instructions prepared.
- Managed control-browser was unavailable. Rendered mobile/browser accessibility checks and print pagination remain unverified; automated tests do not establish those properties.
